Just a little off centered is all. I don't think it has any premium.

But why would I appear to have two rims on it????

Because it was struck slightly off center. No additional value, as others have stated.

Yes I understand that but ive seen off center penny that did not look like they had a double rim but this one does and I wanna know why it would appear to have a double rim because it's off center.

Think about how a coin is struck and what happens if it's only a few small degrees off-center. It's easy to understand if you just think about it... in particular, how the metal would flow.

Okay I understand now so the metal flows to that not pressured spot of the coin when it was pressed. One more question... Why is this so common

Because the mint isn't really concerned with coins that are struck a mere few degrees off center. They're only looking out for coins that are struck far enough off-center to begin to affect the devices of the coin.
