1977 double struck off centered?

    yes damage after minted. Might have gotten caught in a coin rolling machine and done that damage. Only a guess though.

    You should always post a full image of the entire coin so it can be evaluated. From what you are showing us, it is just a badly damaged coin, certainly no error.

    Not a mint error of any kind. Just because a coin looks different, strange or weird does not automatically make it an error. There are many ways a coin can become damaged post mint.
