Looks like it. I have a dozen rolls of these. They certainly aren't as rare as the catalog makes them out to be. Unless it's MS66, it's just a filler or spender.
I have a Whitman folder for Canadian coins, and I hate how they leave a space for varieties like this, because I couldn't care less about varieties, but if I don't find them then I always have that blank there.
