Over Mint Marks fall in the category of a Variety.. Not Mint Error I don't think you have a OMM Variety
The 4 and the S are a bit smashed, but please look at a lot of mintmarks. You're looking too closely; ie, using too high a magnification. That's what they look like - compare it to a D/S or S/D Nickel, Quarter, or any overmintmark illustrated in the CherryPickers' Guide to Die Varieities. You'll see what an overmintmark looks like.
What you have there is a Doubled Mint-Mark Punch ( MMS-009 ) . The date would be rare too ..

Op . See if you can take another image of the mint-mark . Make sure you take it like this image . Make sure when you take the image, the mint-mark sitting +plumb .
To me OP image needs, more magnification . Here's a dime mint-mark I took, which has way more magnification then the OP .
