Hello all, I need some help identifying this 1974 PENNY. Is it a 1974 D over S?. Any info would be apreciated.

Yea that's ruff. Ideally with that until I got a better microscope and loupe. They are pretty cheap if you are really into coins and going to stick with it.
    Good luck

Yea just slowly accumulate the main books like the red book that you ordered, and maybe a cherry pickers guide and loupes are really cheap, just like USB microscopes, you can get for 30-40$. But as far as the microscopes, try to get the best one you can afford. I'm not saying to go put a $200 scope on some credit card. Just be patient, and if you have to wait a couple weeks to save up enough to get like a 50 or $60 one. Try to get the biggest display you can, trust me you wont regret it.

The real answer here is there's no such coin as a 74 d over s.

Looks like a normal S Mint. I am not aware of any over mintmark variety.

I'm not sure what you see that looks iffy. All I see is an "S."
