Can some one tell me about this half dollar I found? Why is the rim like this?

It appears to be a Partial Collar Strike, also nicknamed Railroad Rim. This occurs when the collar is only partially raised around the coin. Nice find!

Congrats! That's a nice railroad rim you have there and it is worth a good premium.

Once the planchet has entered the coining chamber, the collar is supposed to rise in order to form the (reeded) edge. If for some reason, it doesn't rise all the way, the metal will flow over the top of the collar forming an unreeded edge.
