Got this in change about an hour ago, it has an odd reverse that has the 2nd Memorial Bay half-filled in and what appears to be an extra column in Bay 3. It extends to the NW past the upper left corner of the Memorial and below the base of the Memorial directly under Bay 4 and the stairs. So as not to keep you all in suspense, I believe this to be a planchet flaw. I see nothing that intimates there is hub doubling and there is substantial wear on both sides as well as damage to the cheek on the obverse. Here are the pics: This last image is the best indicator I could get, the picture at a slant to show as best as possible. I check everything I find in change for hub doubling and have not run across this type of anomaly before. Oh well, first time for everything. Let me know what you think...Spark
Those were weak and deteriorated dies that struck that coin. Anytime you see loss of detail on the bottom of the steps, thru the top of the memorial it is because of die deterioration. It also looks like they tried to polish out a die clash, which changes the striking pressure.
