Looks like it to me especialy with that split on the 9 but im no expert on errors (though learning fast thanx to CT)
There is a DDO documented for this date/MM of Kennedy half dollar, but unfortunately, yours isn't it - The diagnostics don't match-up. The doubling you're seeing was caused by erosion of the die that struck the coin.
