Im not seeing this major PUP on your coin. Circulation wear, later die stage, or the combination may be why. You have it in hand see if you can match any other diagnostics.

I'm not seeing anything in particular on this coin. The photos are a little out of focus, but even then, I don't see signs of doubling. I don't even see the classic Master Hub Doubling.

 

I'm just going to put it back in the roll.
