    That looks like strike doubling after the mint mark was already affixed to the working die. When you see them both like that, both the date and the mint mark, before 1990 when they were both affixed to the master die, that mostly cinches it as originating in the strike.

    It didn't mention the 72 D as having this attribute did it?
