1971 S Penny Die Chip Error

I have a 1971 S Penny with what looks like a die chip at the top of Lincoln's head. Don't think it's PMD but unsure. Penny's not in good condition overall. Thoughts?

If it’s raised, then it’s a die chip. Hard to tell from those small photos.
