1971 MINT SET No S on penny

    Hello,

    I have a 1971 11 Coin Mint set with no S Penney. The other four in the box do have one with an S. These appear to be mailed by the San Francisco Mint.

    This is an issue as several Proof coins from San Francisco had no S Coins.

    The two pennies in the set appear to be struck with separate dies as well are toned differently. Is there a way to tell if the Penney that should be from San Francisco is from San Francisco?     I included a proof set image only for comparison as the tone matches more in the Proof set.

    I know packaging errors happen yet is there any composition or other difference in minting BS coins between Philadelphia and San Francisco?

    I Should have a Penney with the S mint mark yet it is missing. Has anyone else received a similar set?

    Can anything be determined that shows the two pennies are from the same or different mints?
