1971 D quarter error?

    Hi, I came across this 1971 D quarter I believe (mint mark is filled in.) On the obverse @ the bottom where date is, it is shinier than normal. On the reverse Of America almost looks like it has been melted? I would appreciate anyone's feedback. Thank you
