Die chip to me. No re punch, because they do not place mint marks in the dies with any hand dies now.
It does appear to be a die chip, and the above statement is only partially correct. Yes, mint marks are now punched into the master dies, but this did not occur until sometime in the early 90's so the chance of having a RPM for a 70 Proof is still good. CONECA notes that there are three RPM varieties for the 1970S proof.
There are not three CONECA listed RPM's for the 70S PR Kennedy half dollar, there are none listed, and this would not be one. Larry Nienaber

There is slight machine doubling and that is actually fairly common on proof coins. Also, there is a die chip within the upper loop of the S.
