There's just no way to tell from this photo. Can you tell us where you think you see the doubling and provide a close-up photo of that area?
I know I used to hate it when people would tell me it was Machine Doubling but 1 thing that make me think that is the case here is that the "S" mint mark also appears to be doubled. It is very hard to tell much from even your large photo. Are you able to take some macro shots through a magnifying glass ?
