1970 S proof Cent - thoughts on what this anomaly is?

    I have a some of these bullseye toned 70-s Proofs:
    Two of them do not have this at all, one has it very faintly, and then there is this one.
    What is this "C" mark? Die chip?

    Here it is on a different 70-S.
    I kicked up the contrast. It is not nearly as visible as the previous one.

    I don't know what that is, but it definitely is distracting. Why don't you just send me those Lincolns so you don't have to worry about them! :p

    Nice rainbow toner! I've bought and sold quite a few of them and just kept one for my collection (PCGS 67).

    Looks like a retained, struck-through to me. Probably a bit of brush wire. What does the reverse look like?
