Having a hard time with this one. The 7 looks high but the 9 looks like the loop is pointed down. Is this large date?
On the small date the 9 curls all the way around. See photo. On the small date the bottom of the 9 is pointy and on the LD it's blunt. On the small date LIBERTY will often be weakly struck.
