If it is a proof, it's lost some of the reflective background because it's been in circulation. It has very sharp edges, considering I found it in a roll of pennies.
Why would you automatically think proof? It is just a business strike 1970 from Philadelphia that has seen a little wear and lost a lot of its luster.
I can see a bevel on the outside edge in the photo's, it's not a proof. Look at your proof, it has a straight edge on the outside.
Edges do not match that of a proof. And for a proof coin to were enough to lose all it's mirror surfaces it would probably grade VF or lower.
