The doubling around the date is Mechanical Doubling, aka Machine Doubling and Strike Doubling. The corner of the Lincoln Memorial looks like a die crack possibly.
I'm guessing that the cent has been torched in this area by a welders torch and nearly melting the copper . the area on the reverse side is directly opposite the date so the one thing probably caused both sides of the coin's problem.
