Joey, Is it like that on both sides? If not then it would be a mis-aligned die. Off center strikes will affect both sides.
10,000 to 1 it is a misaligned die. It's a very common error from the late 1960's through the mid 1970's on the Lincoln cent.
And it looks like post mint damage to the right of the chin. It's worth a penny, but a date set (or even a set from a 10 year span) of the misaligned dies would be reallly cool.
