Found this penny with a number 4 stamped on the overse and dcm on the reverse. Dont know much about it but im guessing the dcm maybe stand for denver co mint. Any info would be great.

It is not an error. The counterstamp and the number were punched into the coin after it left the Mint, and it could have just about any meaning for the person who created it. For all you know, it could be their initials or those of a son or daughter.

Like Chris said but also, you have the "Floating Roof" variety, the result of an over polished die. Not really much value but also negated value due to the counter stamp.
