Wexler says this year has a working doubled hub but I don’t see anything like this one listed.. Is this just PMD?

    Something has been dragged over the surface of the coin causing this appearance. Acetone may remove it, otherwise it's damaged.

    IMO it's PMD. Your coin is worn and damaged making it very difficult to see any doubling. From the images provided I don't see any doubling.
