1967 quarter ddr?

I just got this quarter back for change. To me looks like the quarter on bottom left its doubled and wing and some on top am i correct?

Mechanical doubling from a very worn die. Notice also the orange peel effect to the right of the eagle's head, another sign of deterioration. Not an error though.
