Struck by a deteriorated die. If it is golden in color, it was lightly plated or toned. The doubled look you see is the effect of the worn die. Thanks, Bill
This is not a worn die. This is an example of machine doubling (slide doubling subtype). The obverse die struck the planchet and slid sideways from its point of maximum penetration, smearing the design. Here's a more severe example: http://www.lincolncentresource.net/forums/showthread.php?t=7431
