It appears to be a die deterioration damage and no extra value of 1 cent, People are trying to sell these as DD, but they are not IMO. The "L" trying to "climb" the rim is an excellent indication of spreading. Jim
There’s no doubling at all. All of the important PUPs for the variety have been battered by circulation, including those of the date, and the key die marker to the left of the date is missing. That key die marker is in a protected area and should have a remnant if it was the stated variety…imo…Spark
