All i see is possibly gold plating, only worth a couple cents. Its just a souvenir type piece. a 1966 kennedy half dollar is made of 40 % silver and is worth 4.26 $ for silver melt alone. I see no added premium.
I beleive it is toning and not plated. Gold is very common, especially on silver. It is the first color in the toning progression. There is no premium to this toning however, since it is extremely easy to reproduce quickly. I suspect this coin was somewhere very warm.
