Is this considered a washer coin?

A lot of "washer coins" aren't really washer coins. Some coins just get their rims filed off by someone.

Your quarter is interesting. It looks like it's had a long hard life. Specifically it looks like it got a lot of heavy wear and then lost some of its rims to a washer or file. Then it had more wear and was roughed up badly before getting more years of wear.

I'd call it a cull due to the roughness.

It would actually be a Dryer Coin.. yours looks like some other kind of damage.

Not a dryer coin, just beat up.
I found this quarter, it may have been a dryer coin:

These quarters have lived long, hard lives. The years have not been kind to them.
