The US Mint didn't make SMS in 1964. (they made proof sets). I know there are 1964 Kennedy halves with the designation "specimen". I think the half dollars were the only denomination that received that designation but I may be wrong about that. Always wait for other members to give their opinion.

As far as your coin, it isn't an SMS. when you look at the characteristics of the coins from coin facts you will see why.
