It's a fake. A dime had its reverse face ground off. Then a cent whose rim was trimmed away and whose obverse was ground off was glued to the back of the dime. These fakes are rather common.
OK, here's the question for the coin techies out there.....how much is the silver content worth of half a 1964 dime?
