It could be a little better than MS-60. The eagle has its breast feathers, and there are no significant marks. The grading services seldom use the MS-60 grade. By the way, “no mint mark” indicates it was made at Philadelphia. “P” mint marks are a fairly modern addition. The Philadelphia Mint coins rarely had mint marks for almost 200 years. The lone exceptions were the 1942 to 1945 war nickels.
