1964 penny struck on smaller copper planchet

    My friend sent me this picture asking me what it was. It is obviously smaller than the regular penny, and appears to be a copper planchet. What is it? Is it valuable?

    Looks filed down to me. Could he capture a picture of the rim, viewing it from above the head of Lincoln?

    Looks like there are file marks above God and We.

    . It has been ground or filed down and thus damage. If it was a smaller planchette, the metal design of the 4 would have flattened near the edge, as not enough to fill the die area and rim. I can also see machining marks like a file or grinder on the rim edge.

    Looks like someone trying to make a dime out of it to cheat a meter or something. I have found two of these.
