9 looks normal to me. Not a Doubled die.

If these matks are on the surface of your coin then it's not good.

 

I think I chose the wrong pic from my photo library bare with me. This is the one I thought looked messed up at the numbers. If you could let me know that would be great.

 

Scratch under the letter T of LIBERTY.
Not Mint State.. Only worth silver melt value.

I see no wear on your coin. A tiny scratch or mark like that does not mean it is circulated. I think your coin is UNC.

However, the scratches do tend to lower the grade and value. I'd call your's MS-64. This is a *very* common coin, so it's value is going to be quite low (maybe $10 retail). If you were to try to sell this, I'd probably expect a couple of dollars less than that.
