    Do you see the striations on the field?
    To me that's an indicator of a worn die.
    So I say die deterioration doubling IMHO

    It also looks like the last O in Monticello is doubled. Along with the pics you posted it looks like a worn out die to me.

    If it didn't have the notch at the bottom upright I would agree with Rick.
