It is probably in an MS-66 slab and the submitter thought it was an MS-67 .

I've had discussions with professional TPG about being loose on modern issues, especially SE coins. They think that grading a 2016 coin MS-69 or MS-70 today when it is actually a lower grade does not matter much (because it is virtually worthless right now). Then I remind them that these coins from the 80's and 90's that were carelessly graded are worth $$$$ and someday the TPGS may have to eat one or twenty.

 

Spots on the reverse, coupled with the mark in the field in front of his face, and the gashes on the shoulder limit this one to 65, in my opinion.
