    Looks like it took a hit. Perhaps a bag mark. Damage.

    a little closer view, appears raised to me, a hit would be sunken at some point?

    For a coin to show a raised object on the surface, IE die chip, crack etc. The die has to be damaged. That die pair would make 100's if not thousands of coins.
    The marks are recessed and bag marks from the reeded edge of another quarter.

    I think it’s both. After really looking at it I can see displaced metal under the raised area. This makes me lean more towards damage.
