The 1963 D had a mintage of over 67 million, a lot more than other dates, which explains the value. It can also be found in mint sets. However, if the coin has full bell lines, the value increases.
There seems to be a considerable swing in graded halves with FBL's. I think it should be expanded that the value vastly increases in grades higher than 64. PCGS values a MS63 63D FBL at $21, while the MS65 and MS66 are $160 and $1500 respectively.
