I got some change back at a gas station. This penny was in there. I am kind of new to the coin collecting. Is this a die chip?

No, that is a die chip. They are cuds only if they involve the rim.

The cent is a cud and the quarter is a die chip. An easy way to remember and to tell the difference is both are die chips but when a chip occurs on the rim it’s becomes a cud.

It's a Cud as stated before. Die Chips and cuds are a result of a worn die. Parts of the die break off. So when the die strikes the blank planchet the metal from the planchet will flow into the void and appear raised on the struck coin.

It is never added or extra material/metal on the coin as some newbies think.

Nice find and thanks for sharing.
