The term uncirculated just means it hasn't circulated so will have little to no normal wear, but it doesn't say anything about current condition/appearance. Corrosion, damage inside the counting or rolling machine, etc. can keep it at issue value of a cent, wear as if it has had a miraculous life, more than a dollar. Photos ( not like the one above ) are necessary to evaluate.Jim
