For the date, check out "Poor Man's Doubled Die". Very common on 1955s.

The L is there but has creeped up onto the rim. On very well used dies there is sometimes creep or metal movement which causes details to be distorted and migrate slightly, usually always toward the rim. I have generally seen it on high relief coins such as yours because of the high pressure needed to strike the coin and the stress placed on the die. The relief is so low on todays coinage that creep is less of an issue.
