1953 Wheat Penny Error?

    Hi All! I would like to ask for opinions on this 1953 Wheat penny I found in my collection. It has dots or bubbles around the Liberty portion of the front side. I am not sure if I am explaining it correctly so I have attached a photo. Is this an error coin? I appreciate hearing your thoughts and comments.     Looks like weld spatter to me. Whatever it is, I assure you that it is post mint damage.

    And, welcome to cointalk.

    It looks like Post Mint Damage.

    Could be splatter from welding or it may have been in an explosion.
