    Die Chip. Caused by a worn die.
    Die Deterioration issue. Not a RPM.

    As paddyman98 mentioned, die chip, which is fairly common so not worth much. Your coin also has a lot of circulation hits and damage, but then for a 70 year old coin, one would expect that.
