Are they smears? I know they are not reflections and I don't even want to get my hopes up for a ddo but... ITS HARD TO SEE BUT I THINK THIS WAS GOING TO BE THE MINT MARK MAYBE? (THE LUMP NEXT TO D)

What you are seeing is a result of die deterioration, the peripheral devices spreading toward the rim.

 

Hi Anita - @expat has offered a key diagnostic...the spread towards the rim. That being said, Class 2 doubling elongates the devices, and also towards the rim. When you think you might have a DDO/DDR, the next step is to determine what it is you are looking at. If you spend some time at Wexler's site you can learn the differences between the classes of doubling which can assist you in your decision about attribution. Of course, we are here to help. Yep.. New Orleans Mint? .. Of course not.

 

It looks that way as it was minted by a worn die and years of circulation.
