Has to do with the independence of India in 1948. The BRM didn't have the new 1948 obverse ready to eliminate the legend "ET IND IMP" (and Emperor of India), The 1947 Maple Leaf {"flower"} cents were struck in 1948, using the previous obverse that included the old legend. Now about the 1947 "dot" cents--Wassaap with those?
Thanks for the info. I was at my gramps house today 'and he gave me a box of old coins from canada .I was looking at them and none of the other ones from the 40's have flowers under the date.
