Hello~I came across this 1946 wheat penny last night. It is slightly smaller in size than a normal penny and is missing most of the rim. The outer edge of the coin is wavy, not smooth. Has this coin been altered by someone or is this a mint error? Thanks for your opinions.

PMD. Damaged after the mint. Someone possibly tried to make it dime-sized in order to use in machines. Or someone was bored or feeling angry and needed to take it out on poor Abe. Either way, it has been damaged.
