    Looks like an RPM to me. Anthony Swiatek in his book Encyclopedia of The Commemorative Coins of The United States makes no mention of varieties for this series.

    Nice RPM not sure about the doubling though,I don't recall hearing or seeing a coin with both an RPM and true doubling.

    I don't know how RPMs on commems usually look, but it looks to me as though the doubling on the mint mark is the same effect that is causing the lettering to be doubled, which looks to be machine doubling.

    Certainly no expert on this but:

    The doubling on the lettering looks like MD to me, and:

    The MM looks like it it's been repunched. Note how there is an angular displacement that is absent from the doubling of the legends.

    I believe the mint mark is machine doubling as well. I do not see any signs of an RPM.
