    I agree, it looks like a grease filled die struck the coin resulting in the weak or missing details on the reverse. Sometimes people will polish off details to make it look like a mint error, but usually there are tell tail scratches that are left behind from the rework. Even though your pictures are not in focus, this looks like it is mint caused.
