The last '3' is apparent. It is not a '44 steel. Yes, there have been examples, but this is not one, sorry, '1943'.
If something like this did exist, wouldn't it have to be a four over three? The mint would have to pre-date a die for one strike, with a four to have a current three placed over it. Or insert an old previous die for one strike, when the 1944 coins were made. Either way, sounds like your on a fishing expedition.
