That's a big informative list. Thanks for sharing.

But I have a question for you.. Are you saying that you think your 1944 cent is the wrong planchet?

Ok.. So you're assuming it's on a wrong planchet. Interesting. It will take a lot more than slight color variations to prove it.

Might be nice to build a collection of U.S. made foreign coins. I might
try it at the next coin show.

Your LCS might have a spectrometer to do the analysis especially if they buy precious metals.

Color alone means absolutely nothing. Copper and copper alloys can tone any number of different colors. Your coin looks completely normal. If you feel it may be on a foreign planchet you will need to do more research, what is the weight of the foreign coins the mint made? Exactly what is the composition? etc. Another thing, while it is debated as to whether it actually happened, in 1944 the mint was authorized to make cents from recycled shell casings. Shell casings made of brass.

Go here and open the comprehensive spread sheet

    https://minterrornews.com/news-5-13-03-foreigners_in_the_mint.html

Then find a foreign denomination, minted in 1943 or 1944 in Philly, that matches the size and weight of your coin that wasn't struck in 95% copper.

Visual color observation is a very unreliable way to determine the chemical composition of copper coins. You really need an XRF or SEM/EDS analysis to show that the zinc levels are higher than a normal cent.

Color is not how you tell. Coins are metal and metal tones so color is out. It looks normal to me.

It is not on a wrong planchet.
Only a penny or a smaller planchet can fit in the penny minting hub etc.
Almost all foreign coins are different size and weight than US coins, so the
usually lower valued foreign coins don't get mixed in and spent at US value.
To be on a foreign planchet your coin would have to be smaller than a penny.
If your coin was smaller than a penny and minted, it would be impossible to have
full complete penny rims. Your rims are full and complete.
