Doesn't look like a CUD to me. There is no weakness on the reverse opposite the extra material on the obverse. Also the extra material does not blend in with the rim but instead extends to the edge of the coin. This looks like PMD to me. Like there is a blob of something, maybe brown crud, on the coin.
