He means that the current price of silver is $13.75. Your coin has silver in it and at the current melt price it would fetch around 77 cents. The condition is too poor to be worth anything more to a collector.

 

Realize that that is the total value of the silver, if you sold it you'd get less.
everyone has to make a profit, and there are smelting costs.
